Exchanges

i am currently on sky and want to switch to o2 but my exchange is not enabled is this due to just o2 just not coming here yet or the local council not give permission for the exchange to be upgraded or something stupid like that

Nothing to do with the local council - BT own the exchanges.

There are two factors which decide whether an exchange goes LLU: the first is whether there is physical space for the extra equipment; the second whether the exchange is in area of high broadband demand i.e. serves a large number of customers.

If O2 isn't in your exchange and other LLU operators are then all the space could be taken up or O2 don't feel there's enough custom for them (yet) in your area.
